Disasters and natural hazards have been one of the most destructive causes of damage to human societies, causing many damage to human settlements and cities. Furthermore, due to factors such as population growth, deforestation and development without proper planning in the area of human settlements, the vulnerability of these areas to disasters and natural disasters is greatly increasing. The purpose of this study is to investigate and mitigate the effects of earthquake crisis and provide necessary strategies for temporary resettlement of affected people in optimized locations before the earthquake in Babol city as a case study. Considering the effective criteria for selecting temporary resettlement sites, such as proximity to health centers, access to major roads and public property candidate location for temporary resettlement affected by earthquake in different area of Babol is selected. Moreover, a hybrid genetic and invasive weed optimization algorithm is used to find optimal locations. This study gives insights to urban managers and senior crisis managers in the region to find out the strengths and weaknesses of different areas of the city and can take appropriate action in urban planning and development and reduce the impact of natural disasters, especially earthquakes, in times of crisis based on prior studies.
